The French equivalent to the United Kingdom’s MI6 and the United States’ CIA, the DGSE operates under the direction of the French Ministry of Defence and works alongside its domestic counterpart, the DGSI (General Directorate for Internal Security), in providing intelligence and safeguarding national security, notably by performing paramilitary and counterintelligence operations abroad.

The New Law (March 11 2017)
Under the previous law of March 10 2015, the Intelligence Directorate had 4 services:
Counter-Prolifereation of WMDs
Counter-Terrorism
Economic Intelligence
geopolitical and Counter-Intelligence
Under the new law, the Intelligence Directorate will have 5 services:
Counter-Prolifereation of WMDs

The new law — which enters into force on April 26 2017 — is almost certainly the “brain child” of Marc Pimond, the current Director of Intelligence, who succeeded to François Sénémaud when he became Ambassador to Tehran in April 2016.
Three services are unaffected by the reform: Counter-Prolifereation of WMDs, Counter-Terrorism and Economic Intelligence.
The Counter-Intelligence service disappears!
The Geopolitical Intelligence is renamed Foreign Politics Intelligence and becomes a full service.
Finally, a Research service is created.
There is no doubt that Pimond wanted the reform implemented before the presidential election.
The reason behind the reform is a bit of a mystery. Perhaps, one should not take it too seriously. An astute observer has described it as nothing more than “ripolinage” (painting to hide some defects.)
On the other hand, this reform could be the beginning of something much bigger. For instance, the creation of the Research Service is puzzling. Perhaps, it anticipates the suppression of the Technical Division and the creation a French SIGINT Agency similar to the NSA and GCHQ.
The suppression of the Counter-Intelligence service may be the result of a turf battle between the DGSI and the DGSE.
The creation of the Foreign Politics Intelligence service is a reminder that the CIA is not the only foreign intelligence agency that monitors — and sometimes interferes in — elections around the world. [Althouh, to be fair, with 81 interventions non including the coups such as operation TP-AJAX in Iran — the CIA definitely holds the world record!]
Finally, it is not known at this point who will succeed Bernard Bajolet next month at the helm of the DGSE. Besides a diplomat, the only realistic possibility would be an insider. Although, it has never happened before, Marc Pimond is certainly a viable candidate.

La direction du renseignement est chargée de rechercher et d’exploiter les renseignements intéressant la sécurité de la France, de détecter et d’entraver, hors du territoire national, les activités d’espionnage dirigées contre les intérêts français afin d’en prévenir les conséquences, d’assurer les liaisons nécessaires avec les autres services ou organismes concernés et de fournir la synthèse des renseignements dont elle dispose.
Le directeur du renseignement est assisté d’un adjoint qui le supplée en cas d’absence ou d’empêchement, d’un adjoint en charge de la recherche et d’un adjoint en charge de l’exploitation.La direction du renseignement comprend :
– le service de contre-prolifération ;
– le service de contre-terrorisme ;
– le service de sécurité économique ;
– le service de renseignement géopolitique et de contre-espionnage.
Le ministre de la défense,
Vu le code de la défense, notamment ses articles D. 3126-1 à D. 3126-4 ;

Arrête :
Article 1
L’article 5 de l’arrêté du 10 mars 2015 susvisé est remplacé par les dispositions suivantes :
« Art. 5. – La direction du renseignement est chargée de rechercher et d’exploiter les renseignements intéressant la sécurité de la France, de détecter et d’entraver, hors du territoire national, les activités d’espionnage dirigées contre les intérêts français afin d’en prévenir les conséquences, d’assurer les liaisons nécessaires avec les autres services ou organismes concernés et de fournir la synthèse des renseignements dont elle dispose.
« Le directeur du renseignement est assisté d’un adjoint qui le supplée en cas d’absence ou d’empêchement et d’un adjoint en charge de la production.
« Il dispose d’un état-major, qui le conseille et assure la coordination, la planification, la priorisation et l’évaluation de l’action de ses services.
« La direction du renseignement comprend :
« – le service de contre-prolifération ;
« – le service de contre-terrorisme ;
« – le service de sécurité économique ;
« – le service de renseignement de politique extérieure ;
« – le service de supervision et d’appui à la recherche. »
